The likely victory of a Moscow-backed candidate in Chechnya's
Oct. 5 presidential elections may lead to the Russian army's complete
withdrawal from the restive republic -- and increase the odds that Chechnya
will secede from Russia.
Akhmat Kadyrov, the current head of the pro-Moscow
administration in Chechnya, likely will be elected president of the breakaway
republic on Oct. 5, with Russia's backing. Russian President Vladimir Putin
seeks to turn the war in Chechnya into an internal Chechen conflict, in which
Kadyrov's security forces would play a major role in fighting Islamic
militants. However, legitimizing the power of Kadyrov -- who already is working
quietly to push Russian authorities out of Chechnya -- eventually could
severely diminish Moscow's control over the region and increase the odds that it
will secede from Russia entirely.
